     In accordance with Rule 16, Official Directory and Rules Governing the Council of the City of Salem, "at the organizational meeting of the Council, as set forth in Rule 1, the President of Council shall appoint the Standing Committee, consisting of three (3) members each." Also that the "first named member of Council on such Committee shall be the Chairman of the Committee."
